His bill is S. 3544, the Federal Firearm Licensing Act, and it’s sitting in the Senate Judiciary Committee. You’ve probably wondered what’s actually in it, so I read the whole thing. Here are straight answers.

Does this only hit new gun purchases?
No. The bill says it’d be unlawful for any individual to purchase, receive, or possess a firearm without a valid federal license. Possess is right there in the first line.
What would I have to do to get a license?
Submit fingerprints and proof of ID, pass a background investigation, pass a written test on gun laws, and pass a hands-on firing test showing “sufficient accuracy.” You’d also list the make, model and serial number of the gun you want and who’s selling it.
How long is it good for?
Each license covers one firearm, which you’d have to buy within 30 days. It expires after five years, and renewing means meeting the requirements again.
Can they turn me down?
Yes. Local officials are notified and can submit information claiming you’re a danger. The attorney general can weigh a prior arrest, even without a conviction, and a “recent acquisition of firearms, ammunition.” If a license is revoked, the bill requires procedures to remove your guns.
What about private sales?
They’d have to go through a licensed dealer, and every sale gets reported to the attorney general within three business days with the make, model and serial number.
